Housing Register applications

Two new standard fields have been added that allow particular applicants to be given a different number of concurrent bids if required.

-       Override maximum active bids

-       Maximum active bids

These fields are hidden by default.

Fixed an issue where a Comms message couldn’t be generated if a manual content region had no default contents.
