Eligibility and Preference criteria

This guide is designed to help you understand how the different Housing Register fields link to the Property and Void fields, and how it determines what an applicant can bid on.

Housing Register

Eligibility fields

The following fields are used for eligibility and allow applicants to bid on properties that have had restrictions placed on them and are not necessarily available to everyone:
E.g. If an advert is setup with an eligibility criteria of 'Wheelchair adaptation = Yes' then only applicants who have 'Eligible for wheelchair adapted properties = Yes' will be able to bid on it.
Applicant types
Field type: Multi-select (configurable lookup)
Linked field: Applicant type(s) - Void record
Comments: Applications can be assigned one or more applicant types. If a Void has an applicant type specified then only applicants with that type specified on their application will be able to bid on it.

Medical exemption
Field type: Dropdown (configurable lookup)
Linked field: Or medical exemption - Void record
Comments: If a Void is assigned a Minimum or Maximum age then applicants can still be eligible if they do not meet those criteria if a medical exemption is allowed. An applicant must have the same value set in this field as set on the Void for them to be able to bid on it. The default Yes/No values of the lookup can be amended to capture different types of medical exemption if needed.

Eligible for wheelchair adapted properties
Field type: Dropdown (configurable lookup)
Linked field: Wheelchair adaption - Void record
Comments: Applications can be marked as being eligible for wheelchair adapted properties. If a Void is set as being wheelchair adapted then only those applicants with the same type of need will be able to bid on it. The default Yes/No values of the lookup can be amended to capture different types of wheelchair adaption if needed.

Eligible for level access properties
Field type: Dropdown (configurable lookup)
Linked field: Level access - Void record
Comments: Applications can be marked as being eligible for level access properties. If a Void is set as being level access then only those applicants with the same type of need will be able to bid on it. The default Yes/No values of the lookup can be amended to capture different types of level access if needed.

Eligible for sheltered properties
Field type: Dropdown (configurable lookup)
Linked field: Sheltered - Void record
Comments: Applications can be marked as being eligible for sheltered properties. If a Void is set as being sheltered then only those applicants with the same type of need will be able to bid on it. The default Yes/No values of the lookup can be amended to capture different types of sheltered accommodation if needed.

Eligible for ground floor/lift need
Field type: Dropdown (configurable lookup)
Linked field: Ground floor/lift need - Void record
Comments: Applications can be marked as having a ground floor/lift need. If a Void is set as being ground floor or have a lift then only those applicants with the same type of need will be able to bid on it. The default Yes/No values of the lookup can be amended to capture different types of ground floor/lift if needed.

Pet owner
Field type: Dropdown (configurable lookup)
Linked field: Pets allowed - Void record
Comments: Applications can be marked as being a pet owner. If a Void is set as not allowing pets then only those applicants with No or blank in the Pet owner field will be able to bid on it. The default Yes/No values of the lookup can be amended to capture different types of pet ownership if needed.


Preference fields

The following fields are used for shortlisting purposes and are used to prioritise certain applicants over others:
E.g. If an advert is setup to give a priority where 'Key Worker = Yes' then applicants who have 'Is any applicant a key worker = Yes' will appear above those who have it set to 'No' and have other similar priorities.
Is any applicant a current or former member of the Armed Forces
Field type: Dropdown (configurable lookup)
Linked shortlisting criteria: Armed Forces
Comments: If a Void is set to give preference to someone who was a member of the Armed Forces then any applicants who have that value set will appear higher up the shortlist. The default Yes/No values of the lookup can be amended to capture different types of armed forces service if needed.

Is any applicant a key worker
Field type: Dropdown (configurable lookup)
Linked shortlisting criteria: Key worker
Comments: If a Void is set to give preference to someone who was a key worker then any applicants who have that value set will appear higher up the shortlist. The default Yes/No values of the lookup can be amended to capture different types of key worker if needed.

Ground floor need
Field type: Checkbox
Linked shortlisting criteria: Ground floor need
Comments: If a Void is set to give preference to someone who has a ground floor need then any applicants who have that set will appear higher up the shortlist.


Required fields

The following fields are used to ensure applicants only bid on properties that meet their particular needs. If a Property does not have the specified criteria then they are not allowed to place a bid.
E.g. If an applicant has 'Required adaptations = Level access, Wet room' then they will only be able to bid on properties where 'Adaptations = Level access, Wet room'. The property must contain all adaptions selected as a minimum.
Required adaptations

Comments: A Property must have all of the values specified on an applicant's application for them to be able to bid on it. They must also meet any other eligibility criteria that is set on the Void, e.g. bed size, age, etc.

Required property types

Comments: A Property must be one of the types specified on an applicant's application for them to be able to bid on it. They must also meet any other eligibility criteria that is set on the Void, e.g. bed size, age, etc.

Property

The following fields are automatically copied through to the Void when a new record is created:

Bedrooms
Field type: Whole number
Linked field: Minimum bedroom need & Maximum bedroom need - Void record

Maximum occupancy
Field type: Whole number
Linked field: Maximum occupancy - Void record

Sheltered
Field type: Multi-select (configurable lookup)

Wheelchair adaptation

Level access

The following fields are used by the Required fields on the Housing Register application:

Void

Eligibility fields

The following fields are used for eligibility and restrict what applicants can bid on the property based on their ages and what values have been selected on their Housing Register application.
If a field is left blank then that rule will not be used.
An applicant must meet ALL the criteria specified.
Minimum age
Field type: Whole number
Linked field: Applicants age
Comments: If set only applicants whose household members meet the age criteria specified will be able to bid on the property.

Maximum age
Field type: Whole number
Linked field: Applicants age
Comments: If set only applicants whose household members meet the age criteria specified will be able to bid on the property.

Or medical exemption
Field type: Multi-select (configurable lookup)
Linked field: Medical exemption - Housing Register record
Comments: If set only applicants with one of the specified values will be able to bid on the property, regardless of whether they meet the specified age criteria.

Minimum bedroom need
Field type: Whole number
Linked field: Minimum bed need - Bedroom assessment
Comments: Only applicants whose bed need is between the minimum and maximum values set will be able to bid on the property. 

Maximum bedroom need
Field type: Whole number
Linked field: Maximum bed need - Bedroom assessment record
Comments: Only applicants whose bed need is between the minimum and maximum values set will be able to bid on the property. 

Maximum occupancy
Field type: Whole number
Linked field: Occupancy - Bedroom assessment record
Comments: Only applicants whose households are equal or smaller to the value set will be able to bid on the property. A maximum occupancy does not always need to be entered and normally the minimum and maximum bed need values are sufficient for eligibility purposes.
E.g. If a Void is set with a Minimum bed need = 2, a Maximum bed need = 3 and a Maximum occupancy = 5, only applicants whose bed need is between 2 & 3 and have no more than 5 people in the household will be able to bid on it.
If the Maximum occupancy is left blank then anyone with whose bed need is between 2 & 3 will be able to bid on it, regardless of how many people in their household.
Band(s)

Comments: If set only applicants with one of specified values will be able to bid on the property.

Applicant type(s)

Comments: If set only applicants with one of specified values will be able to bid on the property.

Ground floor/lift need
Field type: Multi-select (configurable lookup)
Linked field: Eligible for ground floor/lift need - Housing Register record
Comments: If set only applicants with one of specified values will be able to bid on the property.

Pets allowed
Field type: Multi-select (configurable lookup)
Linked field: Pet owner - Housing Register record
Comments: If set only applicants with one of specified values will be able to bid on the property.

Local connection
Field type: Dropdown (fixed lookup)
Linked field: Local connections- Housing Register record
Comments: If set only applicants with a local connection of the correct type will be eligible. If Only confirmed local connections is checked then only those local connections that have been marked as 'Confirmed' will be used for eligible purposes.
For a Parish connection the applicant must have a local connection to the same Parish that the property is in.
For a Local Authority connection they must have a local connection to at least one Parish in the Authority that the property is in.
